Abstract

Transformasi digital telah mendorong organisasi publik untuk menyesuaikan pola kerja, tata kelola, dan kapasitas aparatur agar mampu merespons perubahan lingkungan yang semakin dinamis. Dalam konteks tersebut, Human Resource Development (HRD) menjadi elemen strategis dalam membangun kapabilitas adaptif organisasi. Penelitian ini bertujuan untuk menganalisis peran HRD dalam membangun kapabilitas adaptif Pemerintah Daerah Kabupaten Bandung di era digital. Penelitian menggunakan pendekatan kualitatif dengan desain deskriptif. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldaña melalui tahapan reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa peran HRD tampak dalam penguatan kompetensi aparatur, pembelajaran kerja formal dan informal, penyesuaian pola kerja, serta pengembangan budaya belajar yang mendukung respons organisasi terhadap perubahan digital. Kapabilitas adaptif organisasi termanifestasi melalui peningkatan fleksibilitas kerja, responsivitas administratif, pembelajaran kolektif, dan kemampuan menyesuaikan diri terhadap sistem kerja baru. Penelitian ini menegaskan bahwa keberhasilan transformasi digital dalam organisasi publik tidak hanya bergantung pada adopsi teknologi, tetapi juga pada kualitas pengembangan sumber daya manusia yang mampu menopang adaptasi organisasi secara berkelanjutan. Temuan ini berkontribusi pada penguatan kajian HRD dalam sektor publik sekaligus memberikan implikasi praktis bagi pengembangan kebijakan SDM aparatur yang lebih adaptif di era digital.
