Abstract
Transformasi digital dalam organisasi publik menuntut pengelolaan sumber daya manusia yang adaptif agar institusi mampu mempertahankan kinerja dan efektivitas kerja di tengah perubahan sistem, teknologi, dan tuntutan pelayanan. Penelitian ini bertujuan untuk menganalisis pengelolaan sumber daya manusia dalam mendorong adaptasi organisasi di era digital pada Badan Pusat Statistik (BPS) Nunukan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldaña melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pengelolaan sumber daya manusia di BPS Nunukan berlangsung melalui pengembangan kompetensi, pembelajaran kerja, pembiasaan penggunaan sistem digital, serta penguatan koordinasi internal organisasi. Temuan juga menunjukkan bahwa efektivitas adaptasi organisasi dipengaruhi oleh faktor pendukung seperti kepemimpinan, budaya kerja kooperatif, dan kemauan belajar pegawai, serta faktor penghambat berupa variasi kapasitas adaptasi, keterbatasan tertentu dalam sumber daya, dan kebutuhan pembaruan kompetensi yang terus berkembang. Penelitian ini menegaskan bahwa pengelolaan sumber daya manusia tidak hanya berfungsi sebagai aspek administratif, tetapi juga sebagai instrumen strategis dalam membangun kapasitas adaptif dan meningkatkan kinerja organisasi publik di era digital.
